It sounds plausible but I just don't see Tesla making a political decision like that. Id be more inclined to say it has to do with their engineering decisions for the 4680. All their plans for updating chemistry are behind schedule. They only just starting making dry cathode cybertrucks. If it was important to their plans Tesla would already be churning through it.
