The problem is unless you give 50% equity interest to the Koreans/Japanese, they won't come invest. Why should they anyway?
There is a very simple reason why they should, they wish to remain relevant, they need us too don't forget, perhaps not today, but unless they can get surety of supply for the next 10 years or more, they wont exist either.
