As you say, they need PCL to co-operate and permission for anyone else to look at the data, and PCL.will know everyone they are showing it to. PCL would also then be able to put additional conditions on showing the information to a 3rd party. It would probaly also require other JV partners agreement. Like most people I don't know why this is such a big issue, just trying to work out what WDS get from the seismic license that they can't get otherwise.
