Government procurement policies that more overtly favour local manufacturing can also be effective, given the influential size of state and federal governments as consumers themselves. If VSun can get Lumina up and running which is more than likely because they have said it is a relatively simple process, then preferential treatment would probably be given to Australian Made VFBs by Govt Depts.
The light at the end of the tunnel is getting closer however an EPA approval is needed to shift SP.
