A positive view might be that if RJ has been to China and is aware that the Chinese will not be signing, then he would be obliged to release that to the market because it is market sensitive info. He has not made any such release so it may be correct to assume that the Chinese will be signing.
Alternatively, they are still in negotiations, which would also be looked upon as positive.
Final posibility is that everything is decided, one way or the other, and an announcement is being prepared as we speak.
