The way I remember it is Obama lifted the sanctions and Trump re-imposed them. Then in July 2021 Biden imposed some more in response to the Cuban government's crackdown on protests.
Putin has always had the ability to invest in Cuba, but probably has better options, until he needs something from Cuba. Putin's best mate might not stop him, but other influential people who want sanctions are still around.
