One of Howard's mistakes imo was not including suitable locations and local incentives when setting the terms of reference for the Switkowski Inquiry. Local support could have made the difference. Contrary to the NIMBY viewpoint that nuclear plants are best sited somewhere else, the overseas experience has been that some local communities can be very supportive. A nuclear plant itself brings economic benefit and this can be enhanced with suitable incentives such as discounted power for the local community and access to reliable desal water.
