I agree with you that there's plenty of U308 available outside the US and that the big bottlenecks and in the conversion and enrichment space but I think the US wants to be totally energy independent from the rest of the world for national security purposes.
Remember that western / allied countries that may be about to become the victims of trade wars with China with tit for tat tarrifs on imports / exports.
A domestic "mine" would come in handy if it also helped solve conversion and enrichment too.
