"If (hypothetically) I am a refugee and I find myself in terrible circumstances, I should be able to go to a registration centre somewhere, whether it is inside Australia or outside of Australia, and say 'can I please come and live in your country?'
"The exchange should be that, if I meet the following obligations - I take your values, I observe your values, I respect the law - then I am more likely to be allowed to stay in your country than the person who rejects Australian values.
"If someone says 'I'm a Muslim, I want to pray five times a day, I believe in jihad' . . . then I would say under this system that person would be weeded out."
