I'll tell you why...some poor buggers just don't have the cash (or fortitude) to convert. Maybe they over extended themselves or simply just can't hang on any longer. It's been a long road...there have been delays and timelines not met. Mr Manipulator is fully aware of this and has made a very concerted effort to drive down the sp to make it as difficult as possible in the last couple of weeks.
