I think a TH is hardly required to announce just the handing over of the Lic, which is general knowledge since the last announcement (the mid Nov date). So the mere fact that there is a TH indicates more substantial activities have transpired.
It could be that NAMCOR has agreed to the Lic conditioned on a firm date for the farm in or a change in the JV% makeup; or (may surprised us) with WDS farm in.
