As others have stated it’s clearly the balance sheet that is curtailing the SP. There won’t be a re-rate until the funding question is sorted. More than reasonable chance there’ll be another CR shortly, without a left field funding deal. I’m confident they will get there eventually but I see more short term pain on the way.
