"If WDS enter into an agreement with PCL, then they will have to announce it." Why? WDS only have to make an announcement if it is price sensitive or material to WDS. I highly doubt that simply entering this farmin agreement with PCL is either to WDS. It certainly is to PCL but that is irrelevant.
