Just because they don't need it initially, doesn't mean they won't want it. Any size deposit will potentially extend their Life Of Mine in a Tier 1, Gold plated sovereignty such as Australia. Commercial risk is also obviously mitigated.
Just like blocking stakes with share capitalisation, same goes for land banking.
Not great business acumen to have a potential extension deposit on your doorstep and have it snapped up by another player.
