Do stocks at this level ever reach broker targets? I read broker targets as vague targets that should really read as 'should be a bit more then current share price' 'should be more then current price' or 'should be so much higher'.

So this broker report is saying that the share price should be a bit higher so anything south of 10c is a buy.
