In answer to your question, I don't believe a restructure of the ASX listed PRR shares is required.
The announcement concerning the intention to list on the NASDAQ discussed the process, no new shares will be issued for the US listing. They will apply a 30 for 1 multiple for the NASDAQ shares.
It's my understanding that they will need to purchase sufficient ASX listed shares to meet the US listing target, so for example if the intention is to list 10 million on the NASDAQ, they will have to acquire 300 million PRR's. Presumably this will happen on market, and I suspect it is already well underway, judging by recent volumes.
