    With respect to grants and finance, I would assume the $475m finance referred to above is an NAIF loan or EFIC guarantee (it's not a cash hand out from the govt). As for COB, their ann just 3 weeks ago says govt support has been applied for:

    And of course they already have a grant awarded for the BHCP, but it doesn't kick in until (if) construction starts
