I don't see anything in the link that you posted changes anything in regards to the below:
The agreements with Hyundai/Kia and Siemens Gamesa are only Binding subject to certain conditions.
Now one of those conditions is that there is a completion of construction and development of the project.
And in the case for Hyundai/Kia the that condition is to be satisfied no later than 30 June 2026
And in the case for Siemens Gamesa that condition is to be satisfied no later than 30 September 2026
Both of these Binding Agreements are bound by the terms that have been negotiated and agreed to by the parties involved.
As "Cuzzubbo pointed out that there was expected to be a supply gap from 2028 – the same year Nolans should start production"
2028 is not even close to June and September 2026.
