It may be "brutal" by Western standard, but you really need to have a better understanding of China, her history, and her people since the period of the fist Chinese dynasty to understand why the current authoritarian government is in the main supported by the people.
I don't regard the Chinese government as brutal. Western style democracy is foreign to Chinese traditions.
It is not in the interest of the US to have an economically and military strong China.
