Are they sort of saying there is some update coming soon w.r.t some "milestone" relating to restructure.

One of these would qualify as a milestone

a) Debt refinancing
b) Part/Full sale of an asset
c) Govt funding
d) US cobalt refinery feasibility and some award from USG to go ahead
