In my opinion the lack of share price uplift is due to a significant management overhang. The market simply doesn't believe or trust management.
Unfortunately the market is used to no progress and no information or feel for where the company is at or where it might go other than some loose language sentences from management about perceived progress.
It will take more than two mildly positive announcements to move this significantly due to my above mentioned reasons.
