So, customarily talking about "more being bought than sold" is a short-hand way of observing if the market is tending toward DUMPING shares versus ACCUMULATING shares.

For example, if the price is currently 26 cents and the highest BUY bid is 25.5 cents, someone DUMPING would list their sell order at market or 25.5 cents. Others would look at that trade and call it a SELL order.

Conversely, if the lowest SELL bid is 26 cents, a BUY into 26 cents would be deemed a BUY order.

Now, most people looking at these examples would observe "Ok, so why doesn't the price just keep dropping if there is more selling than buying?" - the answer is, people selling hold out for the highest price they can get, and if they aren't desperate (can wait a few days) they will just hang tough until they see the BUY QUEUE get reloaded. Thus the price can stay around 26 cents even though the majority are SELLING.

BUT, if people get desperate or think the price is falling and start selling faster than the buyers reload the price will fall (and the reverse is true when there are more BUYERs than sellers).

A rough indicator is the size of the BUY and SELL queues. "Rough" because it is often distorted by bogus orders; stacking the queue with orders with no intent to trade.

I hope this explains the imperfect terminology.
