i think it's more a case that the "non- producers" are arguing that the incumbent China producers are flooding the market at prices that western countries currently cannot economically compete with.
The sticking point on AAAMP filing may ironically be western OEM autos unwillingness to wean themselves away from cheaper china battery inputs that would further crimp EV margins unless consumers are willing to pay higher for autos with western originated supply chains.
The question is would a large portion of potential EV buyers in western countries actually care if their EV battery had China battery inputs and whether they would pay higher sticker price ex china manufactured car.
