If it is to get way ahead of mining and coal won't be mined for at least 12 months then you can capitalise. If it is normal operational stripping ahead of mining at constant production then its op costs. I understood you comment to be they were getting well ahead of themselves on so they could capitalise. It's a way of moving profits between tax years.
