The bill has very little to do with Trump, if you look at history there are numerous dramas relating to the same matter
The only explanation I have heard that makes sense is that members vote to protect their personal power base regardless of if it is good for the country or not
Certainly the Democrats always spend OPM like drunken sailors but the Republicans still keep increasing the debt ceiling to the point that the US cannot pay it's debts
