They can do. New legislation has already put a cap on debit card fees which may be passed on and the RBA is presently inviting submissions about credit cards. In the UK and USA it is illegal to add credit card surcharges to prices, so it will be interesting. The RBA believes that prices for BNPL users are artificially high, particularly as the majority of users are younger, have lower incomes, lower credit scores and less education. BNPL businesses such as ZIP specifically target the 'unbanked' with limited access to credit
