I don't think that is easy to answer with total confidence as there are listing requirements that stipulate minimum numbers of shareholders etc. but I believe that RIO does intend to leave the company as listed (minimum acceptance condition 50%). RIO has a history of maintaining controlling interests in listed companies and not always going to 100%.
