They need to manufacture CVAC for the trials. They are planning to conduct phase III in Europe this year.
It is nothing to do with 'commercial' manufacture, except that they would presumably keep using them, come the day CVAC marketing is approved.
Then, it becomes a matter of whether they decide to build their own plant.
