I think it's because there were only about 1900 share for 19c, but over 50000 shares at 14.5c.
so
(50000*14.5) + (1900*19) / (50000+1900)
I don't know if that's how it's calculated - and it's very rough calculations - but a good example to see why it would be lower than your answer.
