"aggressively cutting costs " should be worth a few turns in the share price. Garner does speak/write well , PER has leadership skills that are worth something. PER has ATL1102, ATL1103 and ATL1101, and are now raising the prospect of buying new indications that their team can work on, interesting. I have PER trading at a negative enterprise value, which does not seem right given the above, but with 850 million shares dumped at 0.007 /0.008 by instos the recovery is going to be very grinding and slow as retail traders flip.
