GB, the contention, correctly, is not that the government cannot use an "environmental" arguement to stop PEP-11, is just that at this stage of the approval process, environmental considerations are not relevant.
AS I understand, once the JA give approval, PEP-11 moves to the NOPSEAM stage, at it is at this stage that environemntal, inter alia, are now considered.
For me, JA approval is the goal here. Its not a difficult process as the expert body, NOPTA, has given a recommendation to approve.
