The announcement from 15 November 2025 stated "The MOU sets out the framework for a Formal Agreement, which the parties aim to finalise within 90 days" which I calculate to be 13 February 2025 - still around five weeks away but getting closer to when some news will come out one way or the other. The detail in the MoU leads me to think its more likely to become binding than not, but time will tell.
