I think a major pulling out looks bad to the uninformed retail investors.
However, I think for WDS/PCL it is very positive overall.
At present the Namibian government probably believes it has the whip hand in any negotiations regarding the leases.
Lots of discoveries, lots of very positive writeups describing it as the next big oilfield etc.
Look at them forbidding gas flaring as an example.
I think this will be a big shock to the Namibian government and make them easier to deal with overall.
For Namibia, a little less is always better than a lot of nothing.
