Worth a read.
The three reasons are matters best discussed by someone more knowlegable than I.
However, how can public interest be cited when a census has not been conducted.
IMO, the estimate of the cost of works is not relevant.
Apporve the application and the funds will be easily raised.
Are these relevant considerations ? Is Ed permitted to raise these "concerns" as being relevant ?
Knowlegable response and clarificaton would be appreciated.
