What you mention makes sense. I also think Duke energy (and others) should be getting into CCS to open a few strategic corridors. So there could be the potential involvement of a major power player.
It also may be that they want more capacity for data centres. The work-around is that KDP will be producing power only, at some locations, so that can be supplied earlier via the grid, and then the further application process for another on site gas fired powerstation with CCS can be started in the next round. It does not seem like land, extra gas or CCS capacity would be a limiting factor. Thankfully there seems to be very few competitors for CCS capacity. I'm not sure about the data connection side of things. Money is the main problem.
