It doesn't make sense. I might drive past Freo port this afternoon, see if there are any Hadrians waiting to be loaded onto a ship. If they are hiring and training crews, the Hadrians must leave soon.
Also, these Operators will need to be employed from the JV legal entity which I believe will only be formed on signing of the JV. Therefore, they can't hire until the JV is signed. I guess they could workaround that somehow.
