Why do these new hires need to be employed by the JV? Only after the JV is signed. At he end it doesn't matter if the JV or FBR are building the walls for the new homes in Florida. I was running 4 independent companies for 45 years until retirement. Engineering, Heavy Mobile Pant, Field Service and Light Vehicles. Different Workers Comp Rates require an weighted overall average. So I split up my operations which generated a much fairer cost factor for my clients. All long term clients, finally mates.
I shifted my boys around between the companies as required, always paid the same (plus annual raises) but had different overheads.
Worked out for me for long enough that I'm confident to claim 'It doesn't matter'.
