There's no right or wrong answer to that question but i've used the lowest significant range point with good success before (with stocks though - not silver, specifically).

Also, the 12-month range prior to $18 was actually a 150% rise from ~$8-19, so i would still contend that represents part of the overall thrust upwards.

There may be trends within trends based on your $18-32 point but I feel much more comfortable (safe) using the broader range.
