The point is that without success in the NCR, this share price would be about 2p (taking into account the extra dilution as any raising would have taken place at a much lower price).
In other words, your whole argument that PL is a good CEO is based on one successful deal in Texas. If that's enough evidence for you, fine, but it isn't for me.
I do credit PL with the rise. He made a good deal in Texas which has allowed the other stuff to happen, so thanks for that PL but it doesn't excuse the same guy been a central part of management while the SP dropped from 80c to 3c, does it?
There's plenty of problems with the management IMO, but I am hopeful that with the potential of the Georgia licence, success can be achieved in spite of this.
