The OPGGS Act is Commonwealth legislation which means two things.
1. NSW has no jurisdiction. 2. The National interest, as often referred to by Keith Pitt, and also by Murray Watt in Parliament, is what Ed must consider.
In any event, it cannot be the sole reason for refusal.
The "add on" excuses will not stand scrutiny in the Federal court IMO.
