you purchase a commercial property, it takes 50 -60 days to settle, then you submit plans once you own the property. Then you wait for local gov approval and id assume EPA seeing they will have radioactive rare earths in an industrial estate and be using water, and storage.
then once your plans are approved you can start construction.
unless they are leasing that would take a month of it i guess, but then i doubt you would lease a site to work for the US government
