Sorry, I forgot to answer your initial question about timeframe. It was approved yesterday.
In regards to what it means, from memory the immediate area under private land is excluded from mining. This application, I think, is either because they are intending to do open pit mining or because the graphite is within 30m depth from surface, ie quite a shallow deposit.
Again, I have not researched this so could be way off.
