BTW, until LKE ran out of money, this approval was referred to as - ESIA ("S" being SOCIAL).
You know, the local indigenous approval and consent...as well as, LKE's funding of libraries, school facilities, and the like.
Seems when LKE ran out of money, the "S" got dropped...but the local approval still relies on "S".
Just my opinion of course, and I'm usually wrong.
