What interests me as an MMR holder is wondering which direction the challenge from Asset Energy may take.
There is nothing in the decision making provisions of the OPGGS Act that says the Joint Authority (or Minister) must follow the advice of NOPTA:

Seems the Commonwealth Minister is entitled to his own opinion/state of mind: https://classic.austlii.edu.au/au/legis/cth/consol_act/opaggsa2006446/s60.html
Seems the Minister is entitled to have regard to the financial capacity of the applicant for Suspension & Extension/Variation in their decision to refuse the application: https://classic.austlii.edu.au/au/legis/cth/consol_act/opaggsa2006446/s264.html. However, in this case, applications have been approved, but only for ~two months. There is now an expressed expectation that PEP11's term will cease shortly. Whether that statement is implied as refusing any application for renewal would be debatable.
