If I remember right, and I might not be remembering right, I do recall reading in one of the announcements long ago that the IDC had first right of refusal for funding one of the projects. If that is the case - the IDC would be keen on getting the wheels turning to get local employment going - maybe the IDC or other parties who are looking at assisting the funding think they know enough about the project to worry about the more complex BFS.
ORN has been talking for years to possible funders, surely by now everyone must have a fair idea who will be funding what, or have a very short list of good options.
