Agree they need a plan, mining this style of deposit is not an issue it is done widely across the world, although it tends to have higher labour costs or greater dilution to obtain the ore than a more "regular" deposits.
The issue is at the current price you would struggle to justify the capital to get it up and running and there is no point releasing a plan that shows you would lose money. Best you can do is firm up the resource and understand the best processing methodology, effective beneficiation of the metals is the key to success.
Then we wait for the current demand imbalance to kick in and for the price to go back to something reasonable, hopefully helped by some sanctions constricting flow into the market.
