Perhaps more accurate would be the scenario where funds get allocated to many of these tech companies - so yes, EMV may very well receive funding, but it's just a nice small cash injection that helps a bit to the P&L. Perhaps like when you're grandma gives you $50 to go and spend. Having said that, it can for small companies help avoid the "what are you doing about your cash level" on the 4C for another quarter.
