    The regulators cannot do anything UNLESS there is an official complain.

    At that stage in BIT's history it was flying high and there were plenty of people crowing about BIT's success - no one complained.

    In the final toss up - the responsibility to keep companies in line and honest lies with the shareholder and no one else.
