I have been looking at Tribal history which is abundant many books etc on it, generally and the importance of land rights is paramount, of course but I dont think that I have encountered anything so complex.

I mentioned a court case May 2009, that found the 2004 CLARA( Communal Land Rights Act11 legislation (regulating the powers etc of tribal communities )...had been judged invalid...it was never inacted due to court proceedings...but could be ammended...

This report is an education ...and explains why I could not fathom what is happening...You have to understand a culture..mix some law..subtract some past...add a huge amount of goodwill...and then try and make two different systems of thinking communicate to work things out...
and all be happy. I need to learn alot more,imo.
