Don't know about it being a great announcement, but they got the price sensitivity right. Reads more like a fluff announcement about something they may do at some unspecified time in the future. So why announce it now? Well the market seems to have interpreted the announcement as being a filler for a possible further delay to SECURE and CLARIFY progress, hence the price sensitivity ....
Honeymoon period well and truly over. Hard progress is the only way out of the relentless decline.
